Improve A307 walking route under railway bridge

As a key gateway into Kingston, the walking route from the A307 into Kingston centre is run-down and depressing. In addition, when it rains hard, the massive pools of water driven through at high speed by traffic soaks pedestrians on a regular basis. My 10-year-old has been drenched more than once.

It would not take much to clean this area, get rid of the rubbish shoved behind the billboard, add some artwork and generally prioritise the walking experience given it us used by so many.
