Reduce rat runs through KT2

When Richmond road, Kingston Hills or park road are congested, the whole of KT2 becomes a labyrinth of rat runs. 

We need a review of the area to keep traffic on main arteries. 

Clifden road and Cross road become major pinchpoints which could be avoided. E.g. some roads in Wimbledon are residents access only to stop rat runs.

To reduce pollution, calm traffic and improve child and pedestrian safety

    Agree with this. Use ANPR to prevent rat runs from Richmond Road to Kingston Hill or Coombe lane and vice versa. This is deployed widely in other boroughs to keep streets safe
