Chantry/Roebuck Roads rat run

Put in measures to stop the rat run through Roebuck and Chantry Roads 

There appaers to be a lot of nopn-residents using these roads as a rat run. Some driving is in excess of the 20 mph limit and bottlenecks at teh junctions with Mount Road and between the southern end of Roebuck and Chantry Roads are not uncommom. This adds to pollution, noise and poor road safety for residents.
