Household waste management

Some more education is needed about waste collection days, which bins to put out on which days and some kind of enforcement that means householders take their bins off paths once they've been emptied. There are places in Surbiton eg outside The Sanctuary on Oak Hill, where the wrong bins are put out on the wrong day, filled with wrong rubbish (which means they're not collected anyway) and are then left standing in the path for weeks at a time. They then attract fly-tipping and become even more of an eyesore. After a year of complaints there has been some improvement but it's not consistent. 

This would improve the environment for pedestrians and residents. Better enforcement would reduce incidents.
