Improve the high street - move the motorcycle parking outside macdonalds and set it up in less conspicuous place

Why the contribution is important
Surbiton has the ability to become a very attractive town. There are a few issues that need to be addressed.
1) move the delivery motorcycles from outside mcdonalds to an area where they can be be obscured
2) find a use for the car park and ramp in the old Barclays location
3) improve disabled access to Surbiton statiion
