Incentivise front gardens to be planted

A council tax reduction shoukd be offered to households who do NOT have a fully oaved over front "garden". These totally oaved areas are very bad for the environment and rarely necessary. Parking for one car onky should be permitted. Those with a front garden should receiced a doscount on their council tax in return for inoroving the local area and cutting down on causing drainage issues.

The local area is being paved unnecesrilly and this needs to stop! A certain paving company seems to have ruined the look roujd Berrylsnds in particular.
