Winter: better Christmas decorations and lighting

Christmas in Surbtion doesn't feel like Christmas.

We had no Christmas lighting on Victoria road last Christmas (unless I recall wrong), and the Christmas tree it's the usual as every year and feel a bit bare.

I think Surbiton's families and Surbiton deserve far better Christmas decorations
